Biography: Mr. Dowling concentrates his practice in the areas of Corporate and Business Law, Employment and Labor Law, Law Enforcement Officers' Bill of Rights, Workers' Compensation, Construction Law, and Collection Law. He regularly represents clients in state and federal courts, and before state administrative agencies, including: the Maryland Workers' Compensation Commission; the Maryland Home Improvement Commission; and the Maryland Commission on Human Rights.  In addition Mr. Dowling is counsel for the Howard County Sheriff's F.O.P. Lodge 131 and an authorized plan attorney for the F.O.P. Grand Lodge legal defense plan.

       

     Mr. Dowling received his Bachelor of Science degree in Business Administration from Columbia Union College, Maryland in 1995. In 2001, he received his Juris Doctor, Cum Laude, from the University of Baltimore School of Law.

           

     Mr. Dowling has over two decades of military, law enforcement and legal experience. Mr. Dowling has been associated with an insurance defense firm in Baltimore City, MD, where his practice concentrated on workers' compensation defense, general business matters and insurance defense; and a general practice firm in Ellicott City, MD, where his practices concentrated on business and transactional law, construction law and civil litigation.  Mr. Dowling had been certified by the Maryland Police Training Commission as an instructor, instructing entry level and experienced officers in the areas of defensive tactics and the proper use of chemical munitions.  Mr. Dowling also served with distinction in the United States Marine Corps. from 1983 to 1987, and was awarded the Presidential Service Certificate and Badge by direction of President Ronald Reagan for his service while assigned to Camp David.

           

     Mr. Dowling is currently admitted to practice before the Maryland Bar and the United States District Court for the District of Maryland, and is a member of the Maryland State Bar Association, the American Bar Association, (business and employment law sections) and the Marine Corps. Association.  Mr. Dowling is also an honorary member of the Fraternal Order of Police.
